International Fact Finding Mission Philippines

The Kilusang Magbubukid ng Pilipinas (Peasant Movement of the Philippines-KMP), Central Visayas Farmers Development Center (FARDEC) and the Asian Peasant Coalition (APC) in cooperation with the Hugpong sa Mag-uumang Bol-anon (Unity of Bol-anon Farmers HUMABOL), conducted an International Fact Finding Mission (IFFM) for the assertion and defense of Bohol Farmers’ initiatives and victories in their struggle for land and human rights. The three-day activity took place in the province of Bohol, Philippines from September 20-22, 2015. At least 40 participants joined the mission with international participants from the Friends of the Earth-Japan, Aliansi Gerakan Reforma Agraria (AGRA)-Indonesia, Pakistan Kissan Mazdoor Tehreek (PKMT), and Movement for Land and Agricultural Reform (MONLAR)-Sri Lanka. Other IFFM participants includes the Philippine Network of Food Security Programme (PNFSP), National Federation of Peasant Women (AMIHAN), Rural Missionaries of the Philippines (RMP), Sentro parasa Tunay na Repormang Agraryo (SENTRA), Pesticide Action Network Asia Pacific (PANAP)-Manila office, Sining na Naglilingkod sa Bayan (SINAGBAYAN) and KODAO productions. The mission specifically aimed to: (1) Assert the just and legitimate struggles of the people of Bohol for land rights protection and food security; (2) Assert and defend the legitimacy of the Sitio Panaghiusa Rice Mill in Barangay San Vicente and other services rendered by legitimate institutions; (3) Document the militarization and cases of harassments and vilifications by the 802nd Infantry Brigade, 2nd Special Forces Battalion and 7th regional Public Safety Battalion and local officials against HUMABOL leaders and members, FARDEC and other non-government organizations (NGOs) such as Community Empowerment Resource Network (CERNET),Visayas Primary Health Care Services Inc. (VPHCS), Women’s Development Center (WDC); (4) Document the use of agrarian reform areas for the military encampment/operation and other cases of human rights violations; and (5) Mobilize well-meaning and humanitarian government officials, church people, and other civil society organizations for the welfare of the Boholano farmers’ and for the defence of their food security initiatives.
